Can we first establish what platform you are on? I would suspect that it's Confluence Cloud you're using.
First off, your user needs an Atlassian Account to use your (cloud) products in your site. When you say that you cannot add the person to Confluence, what does it mean exactly? What errors or notifications do you get? Are you familiar with the user management on Cloud (I added some documentation)? If the user has an Atlassian ID, he will get access. If your user doesn't have an Atlassian ID, they will be walked through the Atlassian account signup process. That's the default process. If you integrated the tools with G Suite or another identity provider, it's very similar but slightly different.
Important is that you're inviting the correct user account (with the valid email) because Atlassian IDs cannot be merged afterward. I hope that helps you a bit in the first step but let me know if you have other questions.

Hi @出口 真帆 , when you invite him using his email address and the user already has an Atlassian ID, he will get access right away. If your user doesn't have an Atlassian ID, they will be walked through the Atlassian account signup process to create one. So it should be pretty straightforward! Best, Max
