I'm looking for the alternatives in creating themes for Confluence Cloud. I've seen that I can't create a custom theme, but it's possible for me to create the custom theme, submit to the marketplace and use it?

you should be able to publish a new theme and use it https://developer.atlassian.com/cloud/confluence/create-a-confluence-theme/
