Left Side Bar inexplicably gone for a user. No fly-away button either

Left Side Bar inexplicably gone for a user. No fly-away button either

How can we get the left side bar back?  We need to get into Space Settings.

This could be due to some plugins installed recently ? Go through the below page, it has all the info to troubleshoot.
