Linking Anchor on a User Created Template

My company uses a User Created Confluence template for processing and reviewing notifications. I'd like to add an anchor in the template and I can add the anchor but for some reason it wont let me link the anchor. When I try I get the following error message:

The markup provided is not valid link markup

Is this because its a template and the link doesn't really exist until a page is created from it or am I just doing something incorrectly?

Hello Michael, 

I am not sure if you still need help on this issue, but there is a Bug request opened with the reference CONFCLOUD-26897. It is opened stil October 2012, but I advise you to vote for it, watch it and comment it since it is in "Open" status.
