Linking Anchor on a User Created Template

I want to link from text at the top of my template page to a heading later down the page.  I have set an anchor macro called LinkText in the destination then ctrl-k added #LinkText to the top but it keeps saying:
"The markup provided is not valid link markup"

I can't link to headings or anchors or anything.  It makes no difference (in the anchor macro or the link text) whether I use capital letters or lowercase, space or not. 

i.e. What I want to do is:

<a href="#seebelow"> See below  for details</a>

<a id="seebelow"> These are the details </a>

The steps below should work.

  1. Insert your anchor macro and give a name.

  2. Highlight your text that will link to the anchor and either click the link button or hit Ctrl+K.
  3. On the Advanced pane in Link box put in #{your anchor name}.
