Does anyone know how to change the settings so that when you click on an external (or internal) link, it opens in a new tab?

There are no "settings" for this, links are simple html links.  To open in a new tab, use a right-click.

There are some requests with Atlassian to enable links to be set like this, but they've rightly closed the ones for internal links as that's poor user experience.  The one for opening links to other systems in a new tab are open, as that is a reasonable thing to do, but it's not seeing a lot of love, and does not seem to be on the roadmap.
