I have been looking for a web where I can find all available REST API calls for Data Center Confluence I found only this
https://developer.atlassian.com/server/confluence/confluence-rest-api-examples/
but in Cloud version is many more calls like managing restrictions (ADD,UPDATE,REMOVE) then on on-premise version

Yes, I believe there are more options and calls for the Cloud version compared to Data Center version.

Is it ever possible to manage restrictions (not only GET) for Data Center version?

Unfortunately the Data Center API does not have those features implemented yet and maybe included in future.
Check out this ticket which was created regarding the same: https://jira.atlassian.com/browse/CONFSERVER-57907
You can vote for this and/ or add yourself as the watcher so that you will get notifications whenever they are any updates.

Hi @Bastian Stehmann Sorry for my late reply. I have tried it but this addon supports only Confluence to version 7.13.14 and we use 7.18.3
