@Andre Colling Welcome to Confluence Cloud! In order for users to access a page for collaboration, it does need to be published first. Until the initial publish the draft will only be available to the creator. BUT - you can start a page, save as draft and then share the link to the 'not yet published' page if you are concerned about the publication aspect.
