I go to log in / create an account and receive a error message saying
sharon.d.2539@gmail.com doesn't have access to Confluence on catsagj.atlassian.net.

Access to an Atlassian site (such as Jira or Confluence/etc) is managed by the site administrators or organization IT administrators of that specific instance. Atlassian Community team does not have the ability to grant or modify user access to customer instances.
I recommend reaching out directly to your internal IT team or the administrator of the Atlassian site you're trying to access. They’ll be able to check your access permissions and assist you further.
Thanks it will need to Atlassian direct however how as I cannot find how to contact without having to log in

@Sharon Dowton I notice that your first sentence says that you are trying to log in/create an account. You cannot create your own account on an existing Confluence site; the admin of the site must grant you access to their site. I would contact the person who gave you the URL for the site about gaining access; they may have set up access for you with a different email address.

You should be able to get a recovery link by accessing support.atlassian.com. Just click the "Can't log-in" button. From there you should be able to get the recovery link. If you are still not able to access your site, you need to identify your internal IT team as Piyush mentioned.
