Missing "External gadget" menu item under "General Configuration"?

Reading the Confuence Server docs (6.11) for how to add external gadgets:

Registering External Gadgets

It says that there should be a menu item in Confluence "General Configuration > External Gadgets".

However, my installation does not have that menu item under "General Configuration" nor under any other menu items as far as I can find. I have setup working "Application Links" (in my case to a Jira instance)

How can I enable/see the "External Gadget" menu in my Confluence Server 6.10.1 ?

I was logged in as Confluence-administrator and not System-admin changing that made the menu visible!

I'm having the same issue. I can't see the "External Gadgets" menu option and I can't give myself system-admin privileges. Any solutions for this ?

I have site-admin, jira-administrators and administrators group access but still can't see External Gadgets
