Modify notifications for sensitive information

I would like to label a page or space as sensitive using Confluence labels or other metadata. If a page or space is sensitive I would like to change the notification behavior so that:

1. Notifications are suppressed
or
2. Page content is not sent in the notification. I know this is a personal setting for all notifications - I do not wish to enforce this globally (it also appears almost impossible to enforce this globally).

I am aware of Confluence permissions. I do not want a page view permission to trigger notification of sensitive information by email.
Lots of different users shares my Confluence site and would like to have notifications as normal 90% of the time.

I am a Confluence Scriptrunner Customer and have looked at the notifications plugin but I am not sure if this plugin can be tweaked to my use case.
