Multiple Projects with Jira Starter

I am trying to learn how  to use Jira for Agile Software Development . I am using the self hosted server version of the software but I don't seem to be able to create a second project. The 'Create Project. option no longer exists since I created the first project.

Is this normal ?

Any help or guidance would be appreciated.

OK My Bad !! I was logged in as a user not as the Admin !
