Running Confluence Cloud, I'm needing a tool to manage space page trees. Specifically, I'd like to be able to reorder page trees, set restrictions on multiple pages at once (change pages from anyone can edit to anyone can view, only some people can edit), etc. I know you can do this one page at a time, but I need the ability to manage the entire tree at once rather than one page at a time.
Any recommendations? I don't need versioning at the moment, just page tree management. Thanks in advance!

Sounds like our app Scroll Documents could help here. It's primary feature is the versioning, which I know you mentioned isn't a requirement for you at the moment, but it also comes with the advanced restriction / page tree management features you're looking for.
The organize page tree feature might be particularly interesting for bulk changes to your page tree – adding / removing / rearranging pages. You're also able to quickly copy in new pages or include pages from anywhere in your space for easy reuse.
There's also an activity log that shows you changes made across the whole page tree (document as we refer to it) – comments, page updates, etc.

So, I have the app installed, and I'm not seeing any options to manipulate the page restrictions. Perhaps I'm just overlooking it. I'll keep looking... thanks.

OK, so I now see how to do this, thanks. However, our use case is different; we need the ability to bulk select a group of pages throughout a given site and to bulk edit the page restrictions. This looks like a different tool entirely.

Since you are looking for tools, well you can use some paid apps as well. The below app has some interesting options for you. Not sure if it has all the requirements , you might want to install trial, explore and then decide.

FYI, I installed Space Tools Pro and - while it does appear to have some interesting capabilities, it is incapable of managing the Restriction permissions; I confirmed this with their tech support team.
I've also confirmed Scroll Documents does not support this capability either. While apparently you can manipulate the parent page and subsequent child pages will inherit those changes, you cannot bulk select a number of pages and manipulate the Restriction permissions.
At the moment, I am still on the hunt for a solution.

The first bit, reorganizing pages is available under "Space Settings" in the "Manage pages" section.
The other bit you speak of is something that is just a bit of planning. I usually do that by having a root page that has the permissions for child pages under that. The permission hierarchy is such that a child page will inherit from parent page(s) which inherits from the space. It is all additive. So... if you have an entire tree of pages under a root, if you set a permission on the root, all the descendants get that permission applied

Drag-n-drop works fine for a few pages here or there... but if you're working on dozens or hundreds, it would be nice to have a tool to reorder the pages in bulk; that's what I'm looking for in this case.
Regarding the permissions... I know you can set this up as you've described and have the child pages inherit the parent permissions... but if you've not done a great job setting up groups, or you've used too many individual settings, then those individuals change jobs or move, you can have a huge mess on your hands, one you cannot simply pre-plan and/or anticipate. I need a tool which will allow me to select N pages and allow me to set the restrictions for all of them in bulk. I've been told such tools already exist.
