Our Confluence uses JIRA server through Crowd as one user directory as well as the Confluence Internal Directory as the main directory. At some point (possibly after configuring the JIRA external directory?) new users stopped being populated into the Confluence People Directory after logging in for the first time.
I've done some hunting and found some related issues and doco, but would like some advice on the best way forward. The Confluence Command Line Interface plugin|https://marketplace.atlassian.com/plugins/org.swift.confluence.acli is suggested in one of the pages below. Is the CLI a recommended solution? If not what next? Please help :)

For these cases, we strongly suggest to Rebuild the Indices from Scratch.
