As outlined on https://www.atlassian.com/enterprise/support-services and https://confluence.atlassian.com/support/atlassian-support-offerings-193299636.html - there are only some service levels that have phone support options.
If you have a support offering at a level that does include phone support, you should have been provided with the relevant contact methods during the onboarding process for the offering and you can always reach out via https://support.atlassian.com/contact if you do not have the details saved.
For support levels that do not provide phone support, you can still always file a support request via https://support.atlassian.com/contact to contact Atlassian Support for assistance with issues that fall in the scope of the support offering.
Additionally, If you are using the free options or have a question that falls outside the scope of support feel free to ask your question here in the Atlassian Community and other community members may be able to assist.
