No page hierarcy available when copying a page in a confluence space with guest access enabled

In a confluence space, I have a page in the root that I would like to copy to a page somewhere in the page hierarcy. But in the Copy page dialog I cannot select the relevant parent page. I'm shown a No parent label:
In a normal space without the guest access, it is the same problem.
In space permissions I (individual user) has full access (all green checks).
In the Move dialog it can enumerate the existing pages properly and display the page hierarcy.
Is this a bug or some configuration that I've missed? It has worked before, but has changed within the last week or so.
