Not able to import my confluence backup file

I am not able to import my confluence backup.

According to this document here, I do not find the 'Site import' option in step 5. Whereas it was very easy to import the jira backup using the same 'Restore' option in settings. Please advise.

If you are on Confluence Cloud the site export option is at https:/YOUR_URL.atlassian.net/wiki/admin/import/importconfluencesite.action. 

If you already have Jira Cloud you will see:

Site import isn't available for Atlassian Cloud sites with both Confluence and Jira (it works for Confluence-only sites).

To import an entire Confluence site, you'll need to import the spaces one at a time. Take a look at Import a Confluence space for more details.

If you are using Confluence Server you may find the site restore options on the page:<Confluence_Base_URL>/admin/backup.action
