We have about 8 users who have system admin privileges in our Confluence instance. Let say if someone leaves our team or company - they can copy our commercial license and re-use it for their own purposes.
The question is - Is there a way to find out how many instances are using our license and how to track them?

In my opinion it is really important that you trust your admins.
If you do not do that, you should spend a thought if the people that have admin right are the right people. Maybe you can also restrict administration access to them, so that not all of them have system admin permission.
If you trust your admin, then just make them aware that it is illegal to take licenses with them and also using one license in multiple instances is not allowed. You should not get that problem in that case.
I don't know if Atlassian has a chance to see, how often one license is used.
