I want to display a pop up message box when users login so we can announce various news items such we add new plugins or any other new features added to the confluence.

The other alternatives are as the colleague above said - sidebar, header, footer on the dashboard welcome section.

However, you can place your message on the dashboard at the top right.
It is also possible to display information in the sidebar, header or footer via Wiki Markup.
