We have a new instance of Confluence and I no longer see the option "Add or customise templates for the selected space" in a newly created space.
That said, we also have a copy of one of my old projects in this new instance and this option is still available.
Seeking help to have it available in the new instance in the new project.
Permission in Confluence are mostly configured space-by-space. When you create a new space there are default groups and users that have permissions to add, edit, or delete content as well as Administer the space. I'm betting that your account is not granted Admin privileges in the new space.
If it IS just the Space, you (or a Confluence Administrator) need to grant yourself Admin permissions in the space.

Confluence administrators aren't necessarily space administrators. In order for them to be a space admin, they must belong to a group which has space admin and view permission for the space, or their username must be specifically granted space admin and view permission for the space.
Also, you'll want to update the default space permissions so that you are automatically granted this permissions for newly created spaces going forward.

To set the default space permissions:
- Go to Settings in the Confluence sidebar
- Choose Space Permissions
- Click Edit Permissions
Default permissions are configurable for groups only, not for individual or anonymous users.
