why can't I upload PDDs?

@Robert Tilewick There are a few of things to consider:

• Your user must have permissions to Add Attachments in the Space-https://support.atlassian.com/confluence-cloud/docs/assign-space-permissions/ 
• The file must not exceed the configured maximum attachment size-https://support.atlassian.com/confluence-cloud/docs/configure-attachment-size/ 
• Under the Free plan, you get 2GB of file storage space-https://www.atlassian.com/software/confluence/pricing

Do you mean PDFs? You should be able without any issues
