If you copy a page and the page contains @mentions, will the team members receive another notification?

Yes, it's a new page you create and so also new mentions.

I think you can avoid the notifications to be sent out by copying the page under a page which has restrictions (the mentioned people do not have access). When the copy is made, move it to the right place.
