Page Properties Report: Filter by pages with a link to this page

In Page A, I have a page properties macro that has a link to page B. Page A has a label named "projects"

In Page B I am creating a page properties report. Under Filter, I'm adding "Including Text" and I have tried both the title of the page and the URL of the page, but both show no results.  The goal is for Page B to list all "related projects", ie all "project" labeled pages that have a link to Page B. 

Is this possible?

I thought it might be because the link was displayed "Inline" but I have changed it to just display the URL temporarily. It still does not work. Does the "including text" ignore contents of the properties macro?

Okay, I tested putting the url outside of the macros report in the main body and it still doesn't work. Does "including text" work at all???
