Page name included in URL when setting to public access

Hi all,

When making a site public, can I set the page name included in URL to an arbitrary name different from the page title?

My page title is in 2-byte characters, but I would like to include an English translation in the page name part of the URL.

e.g.,
page title: 接続設定の作成方法
URL: https://xxx.atlassian.net/wiki/spaces/xxx/pages/how-to-create-connection-settings

If the page name portion of the URL cannot be changed, what would the 2-byte character page title look like in the URL? Will it be URL encoded?

I am checking this because I plan to use Confluence Cloud on the Enterprise plan in the future, but right now I am using the free plan and cannot make the site public.
