Paying $100/month for 25 users but pop-up message says we have 2000 users available.

I received the following pop-up message today: "You're currently only using 23 of 2000 of your available Confluence user accounts. Help us understand why." But we are signed up for 25 users at $100/month. Can we have 2000 users without paying more?

You probably don't have 2000 users. You can always try to create the 26th user and see what happens. It should thrown an error.
