People Directory search is not finding people.

When doing a People Directory search, it is not finding people, including myself. It finds some people, but not all the people it should. Where does it look for people?

I see in the Apache logs that it tries to access the following action:

This could be related to your index. You should try to rebuild your index from scratch.
