Placemarker Anchor / Between Pages

Is it possible to directly link a specific place on the page from another page?

Currently we are relying on the Table of Contents to link directly but I'm hoping this is a way to link the user to a specific area on the page in that original link.

Example:

Page titled "All Approvals" (pg1)

Page titled "Priority Process" (pg2)

Section of page reads "...to complete this in the system, you will need to submit a Priority Approval..."  Question is, can I link "Priority Approval" directly to the place on the "All Approvals" page where the Priority Approval is described.?

Short answer is, yes. If you want to link to a heading, the heading itself works as an anchor, otherwise, you need to insert an anchor in the location you want to link to. Complete details are here, under the "Link to an anchor on a page":
