It's hard for you to define which version is the most stable.
We have more than 30,000 users using Confluence data centers, which generate hundreds of thousands of visits and updates every day.
The version currently in use is 7.13.2, which I think is very stable.
The case of my team for your reference.
Btw, 7.19.x is scheduled to be released in Q3, but the exact date is unknown.
Minor releases are usually bug fixes and security bugs fixed, we didn't upgrade to this release, so I can't align to comment.

As @Dave Mathijs said Confluence 7.13.x is the latest Long Term Support version and unfortunately as of now 7.13.x is the only LTS.
