Possibility to lock or trace a checked box

Once an option is checked, is it possible to lock this for further editing so it cannot be unchecked afterwards?

Or is it possible to only allow the user who checked a box to uncheck it?

Or is it possible to trace any changes been made to each individual checkbox?

Come from ClearQuest, I find JIRA is harder to customize these things. In CQ, I can remember the original value (doing this is also a lot easier in CQ) when user start to Edit, then set these checked fields into read-only so user can't modify them.

No. You could restrict the permissions on the page so users can only "view" them.
