We're looking to set up a test environment for both Confluence and Jira (we got the Jira piece done), but are running into issues with Confluence. We're on an older version (6.1.1) with the DB being in PostgreSQL and haven't had any luck with creating a backup from it using pg_dump and then restoring to the Confluence instance on the test server. We've tried to take a backup using the Backup & Restore function, but it times out without backing up and I'm not finding any related logs. I realize there's probably lots of info I'm leaving out so please let me know if I can add any info to clarify my issue some more.
End goal is to then update both Jira and Confluence on the test server and convert Confluence DB to Microsoft SQL.

Would explore updating the DB along with Confluence. After the Postgres DB is working fine and you are on a supported version of Confluence., then proceed with migrating the DB from PostgresSQL to Microsoft SQL. Take a phase approach so you can isolate the issue.The other thing important about taking this approach is to allow Confluence to be on a later release that is still supported by Atlassian. So, if there issue with DB compatilbility, Then Atlassian can help as well to.
