you can use the add-ons provided by SecSign Inc. to enable two-factor authentication at Confluence (or JIRA or Atlassian Crowd).
The solution of SecSign does not depend on additional hardware like usb tokens. You use your smartphone as second factor. Therefor the solution by SecSign is a true 2-factor authentication and a 2-channel authentication as well.

On the Atlassian Marketplace, there are several 2FA plugins available that support 2FA for Confluence.
Here is one of the Atlassian Top Vendor plugins that support 2FA for Confluence using Google Authentication.
The plugin also provides the Security Question as a Backup method or as an emergency method. So, if the user doesn't have access to his phone, he can use it to get access to Confluence.
