How am I able to add the current export date to a global template via the Global PDF Export settings in Confluence Administration settings?

Did you check the customizing PDF layout and customizing the CSS rules for PDF stylesheet - https://support.atlassian.com/confluence-cloud/docs/customize-exports-to-pdf/#CustomizeExportstoPDF-CustomizingthePDFLayout ?
