Adding labels creates error

When adding labels, I receive the following error message "You are only permitted to add personal labels on this page.”

Hi @Jennifer Mills welcome to the Atlassian Community! 

• What version of Confluence are you currently using? 
• Is this Cloud or DC/Server? 

I found an older thread describing your exact issue here:

The recommendation from the Atlassian team in that thread was to make sure there are no edit restrictions on the page if you have already verified you have the space permissions.
