Adding new user does not work: Confluence is greyed out

When I add a new user, normally I see jira and confluence with a green checkmark.

Today both where grey and the new user can see some stuff but not all projects. He is added into the three important groups.

What did I miss? Thank you!

What is your role in your Confluence instance? Has it recently changed - which can result in your admin experience changing. Or has the admin team recently updated the defaults for invites? 

Another question - what version of Confluence are you on?

About what version we use: I cant find this information anywhere.

But our problem is solved because we found that we restricted the access to one page in a space.  When we allowed access it worked. Now the space can be used.
