And if they are is there a way to disable them? I want to have a Confluence space which is public but I don't want it listed in search engines.
I am afraid if this cannot be done in Cloud. Please contact Atlassian directly so that they can guide.

If you are using server/data-center version, 'robot.txt' is best solution to keep search engines away.
