can you place a url in the comment field for an attachment in confluence that is live?

I'm afraid not - comments for attachments are plain text only.

I'm not sure if I understand your toughs, Mike, but, since Confluence 4.x was launched you can insert attachments on comments on a page via Add Comment > Insert > Attachment > Post. You will get a url to get access (download) to the attachment.
