Auto restrict new page

Hi. Currently I am on 7.19.30 Data Center. I need to auto-restrict pages, which are created on a space homepage. Can I do it without plugins? If not, what plugin do I need.

If you have any scripting chops then I would recommend ScriptRunner for Confluence. You could script the restrictions on page create.
