Billing Plan - Have My Employees See Confluence Pages, but NOT the Entire Internet

Billing / User Plan Questions:

1.  Can I have a different user count for Jira and Confluence?

2.  For Confluence, I have 500 employees, but only 5 people that will create and publish Confluence pages.    Can I create Confluence pages that ALL my employees can see, but the outside internet can NOT see?   How?  Please send link.  Which paid plan do I pick?

In addition to what the others have said

2a. If you enabled Anonymous access, that would enable no-charge access for any user on the internet who had your Confluence URL.

2b. With the Premium plan you can enable Anonymous access and use IP/CIDR white listing to specify that Anonymous access is allowed only from specified IP/CIDRs. In that way you could block access from the open internet while giving Anonymous access to other users and not get charged for them

2d. There is a third party app which will allow you to "share" your Confluence pages with unlicensed users. They access the pages not directly in your Confluence, but rather through the app vendors web site. I read the documentation on the app last week, but did not try it out.

Yes, you can have different sized licenses for Jira and Confluence. You only pay for users that have access to each application.

Confluence guest access is currently in beta, which supports guest access to Confluence for unlicensed users. However, the number of guests is limited. 

A possible workaround of using Confluence Premium and an IP-Allow list is described in this post

With that being said, the real power of Confluence becomes apparent when people collaborate and share content and ideas. Limiting it to 5 people authoring content makes it no better than a CMS. 

I would seriously consider making Confluence available to the entire organisation and leveraging it as a collaboration hub.

The way I read this article it should already be rolled out to all clients using a paid subscription.

From my understanding, you can only share with people who have joined your site. You could set permissions that the other 495 employees can only view the pages (no editing rights), but you'd still be billed for them.

Jira and Confluence can have different user counts.
