I like the Confluence solution. I'm preparing the portal (like board management system) where we will store our critically important documents. I need more features for my needs.
I have some concerns about whether I can achieve them using the addons. I will be very glad if you can advise me a good solution for each of my requirements.
1) Approval workflow
2) Status for documents (Out-of-date; Approved; etc.)
3) Voting
4) Commenting
5) Versioning
6) Digital Signature
7) Document history (when was updated, who red the doc, who accepted it)
8) Specify/change the doc owner
9) I have some documents which should be renewed annually. How I can get the list of out-of-date documents and get the reminder on my email about it.

For the Approval workflow, you can use the Comala Workflows plugin:

For Voting, there are a few options:

Confluence supports commenting and document versioning natively:

Document signatures can be managed by third-party tools as well:

- Easy document signer
- Digital signature
- HelloSign for Confluence
Now for pecify/change the doc owner, I am not sure if you speak about attachments or pages within Confluence.
For pages, there is a feature request on this:
- CONFSERVER-7247
However, it has the status of Not being considered, which means that there are no plans of implementing it.
Currently, changing this information requires database manipulation.
