This is not a functionality Confluence offers by default. There are however apps on the Marketplace that can help you achieve this. For example, you could use Custom Links for Confluence. If you have any questions about it, I'm sure @Remie Bolte will be happy to help. :)
EDIT: If you want to offer your users a true documentation experience though, and not only link to your Confluence pages, I'd definitely recommend giving Scroll Viewport a shot, as recommended by @Matt Reiner _K15t_!
