When I visit my Confluence 4 site anonymously, the profile pictures for accounts display as anonymous pictures. Is there any way to make my profile picture publicly visible?
There is a global permission which controls this.
To allow anonymous access to User Profiles, including the profile picture, select the check box for 'View User Profiles' in the "Anonymous Access" section on the Global Permissions admin page.
See http://confluence.atlassian.com/display/DOC/Setting+up+Anonymous+Access
Beware, though. By doing this, not only are the pictures visible, but so are all users' e-mail addresses. And, the "people directory" becomes browsable anonymously, which may not be desireable.
