I created a Jira filter view table in a confluence space for a client who has guest permissions into confluence but she is seeing an error when table is populating. I
'm assuming since this user is not a license user they can not see the data even though they're a JSM Portal user?
Note: space has view permissions for everyone

You are right in your assumption. Jira data is retrieved and stored in the page, but it is shown only if the user has valid Jira license. If it comes to issues, raised through the JSM portal, they can only see certain fields like Summary, Description and whichever they are supposed to fill in the form, but SLAs for example cannot be shown to the user.

What about saving a Public filter query and embedding the query into a confluence space? Would it be the same result?

Yes. Setting a filter as a public, means anyone who is logged in Jira (has valid license) will be able to see the results from that filter. In addition, there's another level of permissions, which the filter will comply with and that is the project level. That means the user should have permissions to a project along with the Jira license in order to see the tickets.
