Can confluence be installed at a Synology DS916+ NAS?

Specifiacation of Synology DS916+ NAS:

CPU ModelIntel Pentium N3710
CPU Architecture64-bit
CPU FrequencyQuad Core 1.6 burst up to 2.56 GHz
System Memory8 GB DDR3

We just want to use it internally in small office, with 8 users.

Is the "operating system" on this NAS usable for this??

Yes, you can.

Install the app Docker. 
Then choose a Debian / Ubuntu image to create a new container, where you will install java + mysql.

When you have that, you can already install confluence in that docker container.

According to Synology Download Center for DS916+, you can install a Java8 JRE, so you might be able to run Confluence with an embedded H2 database. However, I cannot see any suitable database for production as MariaDB is not officially supported by Atlassian (see https://confluence.atlassian.com/doc/supported-platforms-207488198.html). However some people actually managed to use MariaDB instead of MySQL (see https://answers.atlassian.com/questions/153177), so you might want to give it a try.
