We have found that at some stage confluence stopped allowing us to maintain space watchers in Confluence. We used to be able to add space watchers for spaces but can no longer do so, we can not identify which version of confluence stopped this behaviour.
Confluence now reads under the Watching this space as You cannot modify this list.
This is true even for an admin user.
*Steps to reproduce*
# Log in as an admin user.
# For a space click {{Tools > Manage Watchers}}
See right list for the message You cannot modify this list.
It turns out that this feature is not available, it also turns out that bubbles was what was allowing this to work in prior versions, though adaptavist have now taken this capability away from bubbles.
Pleas cast your vote on the following. Atlassian have no immediate interest in adding this capability though are guaging interest on the subject.

I had the same question in the past..
As I remember if someone is watching a space there is now way to remove person from doing that (even admins cannot do that). If some one added a comment or edited a page it becomes a watcher of a page then admins can remove them from watching the page.

Thanks Mirek, unfortunately we need to have this capability. We had previously added a whole bunch of people to a space as watchers but now can no longer maintain this list. Those users also can not log into confluence as they do not have computers and are remote staff who only have mobile devices.
