If we grant administrator rights or the ability to create a space is there a way to control if someone can make that space public?
e.g - we want contributors to help create content but for security and compliance we do not want them to be able to make it "public". In addition is there a macro or way to track not just edits to page/spaces but when someone makes a page and/or space public?
Assuming that public means non-logged-in useres:
In short, the answer is no. If you are a Confluence Admin you can make your space public and then that same person can grant anonymous access to a space.
However you can revoke the confluence admin global permission and still keep the create space permission, which will allow your user to create spaces and content freely. Then you just need to ensure that public access is disabled on the whole site and they won't be able to make their spaces public.
There is no macro to track if someone makes a space public. However the audit log in Admin permissions shows the activity of all administrators in your site.
FYI best practice is to limit the number of admins on your site.
