I am the site admin for our confluence site, and the creator of all spaces. I have been the admin from the start and no other site-admins have ever been added.
For one particular space (I think it may have been the first one created), I cannot access the space permissions.
When I try to follow the instructions for recovering permissions, I go to the admin space permissions page, but the page is covered with a modal titled "Upgrade for space permissions" and I can't access the controls on the page.
I do note that for every Space listed in the greyed out page, the space in question is the only one that does not have a "Manage Permissions" link under the "Operations" heading. This field is blank.
How can I restore myself as a space admin for this space?

If you're on a free plan, you need to upgrade your plan to change permissions and then grant space admin permissions to yourself, regardless of whether you're a space admin. Assuming the space was created with default permissions and nothing has changed after that, you can check the default permissions to confirm groups with space admin access and confirm you're a member of any of those groups.
There has only ever been a single site admin - me, and I created this and all other spaces.
I believe this was the first space ever created - why have permissions disappeared for this space?
This has all the hallmarks of a bug that has occurred along the way as the application is updated - why do we need to upgrade our plan for something we didn't cause?

I understand your frustration, and there is indeed something odd based on your description. In the meantime, you can upgrade as a trial to access the features you need to update your permission settings. That's my immediate suggestion so you can easily and quickly get it "fixed." You would also get visibility of the audit logs, which will provide the history of changes within your site. Thus, you can confirm the bug you're referring to and then raise it with Atlassian.
