Can't connect to Jira Usermanagment from confluence

Hello,

i host two docker on my system one with jira and another with confluence. 

I run an nginx before this both to route by domain and secure by https. 

Now i would like to connect my confluence to the user management of jira. But i allways get a 403 Forbidden from jira. 

I think i need a support from you!
