Can't edit "Site Administrators" page in Confluence

I am using Confluence 3.1 and when I click on the bottom Contact administrators link it takes me to a Site Administrators page that has outdated names. How can I edit this page? One of them, for example, is the old confadmin user. I can find him on the users page, but it won't let me edit his name and email address. How can I update this page??

This works in the newer 4.x versions. I have 3.1, but am upgrading to 4.3.5 so this will do. Thanks!
