I ran the powershell last week to mitigate the critical issue until we can upgrade. I can run the installer and everything goes fine but it never loads when I'm done. Everything loads perfectly fine in the old version, much slower now after the PS. Since it's a virtual machine I clone it, remove it from the network and run the upgrade. It's on Server 2012 R2.

while the issue can be understood well it will be hard from the outside to pinpoint any problem existing probably in your infrastructure and/or suggesting where to go from here in terms of an upgrade.
I'd suggest to do an upgrade like this in a test environment first - always.
In case log files do not give any clue why Confluence is failing during/after upgrade (that is not especially clear to me) the process as such could be considered stuck.
Did you refer to official upgrade how-to/articles for the upgrade?

I tried to do that first but because I have the starter edition of confluence they won't take a ticket and I had to go to the community for answers.
