Can the bottom bar be made smaller?

To get more vertical space:

1. The bottom bar (with "Powered by Atlassian Confluence 5.7, Team Collaboration Software· Report a bug· Atlassian News") takes 3 rows away. Is it possible to shrink it to 1 line (or 0) or otherwise make it smaller?
2. We have customized the top bar but we did not find any way to make it less tall (now it is roughly 2 rows high although there is just 1 row of text).

Of course, hitting F11 in the browser helps too, but this would still help (and most users don't use F11).

You can add some minor css to make it smaller, and edit it if you're on Server version

But it's illegal to remove it completely (if you want to make minor code changes, you can get rid of most of the content.  But the "Powered by" bit and the link behind it MUST remain visible and readable)

Er, your second link is to the Confluence skin for XBMC, it's nothing to do with Atlassian.
